GOST R development process

For products that are not on the EAEU list of “mandatory products” in the Customs Union, national certification regulations are followed in Russia, Kazakhstan and Belarus.

The Customs Union Technical Regulations (Reglamentit), which will gradually enter into force in the Customs Union, will replace and abolish the national standards, norms and certificates of the member states GOST R, GOST K and BelCT.

However, there are still product groups in each Member State that need to be certified according to national standards. There are also a few national Technical Regulations that require certain product groups to be certified, such as the Russian Technical Regulation “Fire Safety Requirements”.

The certification of Fire Safety Technical Regulations can be in the form of either a certificate or a declaration.

Certification requirements

GOST R CERTIFICATION

Decision N 982 of the Russian Government of 1 December 2009 lists the products that must be certified. Products on this list must apply for either a GOST R certificate of conformity or a GOST R declaration of conformity (declaration).

It is possible to combine products with the same certificate:

  • which are produced by the same manufacturer
  • which meet the same standards
  • which belong to the same product group (the first 4 digits of the customs codes are the same)

The certificate can be a delivery-specific or serial product certificate

  1. Delivery-specific certificate
    A delivery certificate is issued for a specific batch of products. The certificat shall state the batch size and the details of the contract or invoice. The applicant for the certificate is a Russian importer.

    To obtain transaction-specific certificate the certification institution shall be required to submit:
    – the application, technical specifications, and descriptions of the products, the delivery  documents (contract, invoice, waybills, etc.), the Russian party information and copies of the registration certificate (registration, tax, statistical codes) and the manufacturer’s test reports.

  2. Serial product certificate
    The serial product certificate is issued to the Russian representative by the foreign manufacturer.

    The certificate can be valid for 1 to 3 years. In order to obtain a serial product certificate, the manufacturers power of attorney or agency agreement must be presented to the certification body.
    The appendix to the certificate may list the manufacturers by-products in different countries.
    In order to obtain a serial product certificate, the following must be submitted to the certification body:
    – application, technical product descriptions and information, existing certificates, ISO 9000 quality system certificate, samples for testing. Based on documentary checks and sample testing, the certification body issues a serial product certificate. Sometimes a production audit is required before a certificate can be issued.

  3.  Annual inspection, validity of the serial product certificate
    Certain certification schemes require an annual inspection to maintain the validity of the multi-year GOST R certificate.

    The annual inspection is carried out either on the basis of documents (changes in technology or supply chain and complaints are checked) or by a production visit.
    If the annual inspection is not carried out, the certification body is obliged to notify the supervisory bodies and the GOST R certificate expires. The annual inspection applies to the GOST R series product certificate, which is valid for 2-3 years.

Mandatory GOST R certificate

Russian GOST R conformity certification is a mandatory certification system that allows products to enter the Russian market and be sold in Russia.

Mandatory GOST R-certified products are defined separately.

Mandatory GOST R – the list of products to be certified is variable, so in cases of doubt, the need for certification must be clarified. The compulsory certificate must be presented to Customs, either in the form of an original or a copy certified by a certification body.

Mandatory certificate GOST R trade mark

All GOST R certified products, operating instructions, etc. must bear the certified product trade mark. The GOST R certification trade mark can be positive, negative or embossed. The mark includes, as part of the certification body, a code, a letter and a series of numbers.

GOST R declaration of conformity (declaration)

Russian Government Decision N 982 of 1 December 2009 contains a list of products for which compliance with the requirements of GOST R standards must be certified in the form of a declaration.

The declaration can be delivery-specific (batch) or product-specific. The period of validity of a product-specific (serial product) declaration can be 1 to 3 years.

In the declaration, the applicant declares that the quality and safety of the products comply with the GOST R standard. The declaration is then registered with an accredited certification body.

Conformity shall be demonstrated by examination of the manufacturer's test reports and documentation, or by the certification laboratorys own tests.

Voluntary certification

In addition to mandatory certification (declaration), when a product does not need tobe certified, it is possible to apply for a voluntary certificate of conformity as a quality certificate. There are voluntary certification schemes for various sites and sectors, such as the “Military Register” sites of the Ministry of Defense, the “Rosstrojsertifikatsija” construction industry and the “Gazpromsert” – Gazprom sites. Voluntary quality certification is a competitive tool in marketing.
